Severely Damaged Hair After Bleaching. Can It Be Repaired?

I dyed my hair dark brown, which came out almost black. I hated it, so I bleached it so I could dye it a lighter brown. After bleaching, my hair was bright orange. I knew that the light brown dye would not be able to cover this color. Even though I was afraid of damage, I bleached it again, so it’d go blonde. I then dyed my hair light brown.
I was right about double-bleaching being too much for my hair. My hair has dried out considerably. In particular, there are a few patches of hair that are so dry & porous that after I wash my hair, it feels sticky after the rest of my hair is dry, because it is holding so much water. These bits of hair didn’t hold the hair dye at all, & came out blonde.
My hair color is now very uneven, with obvious looking light patches. What can I do? The parts of my hair that are the most damaged are right at the top of my head, & the only way I could cut them out would be to practically shave my head. Is there any way of reversing the damage?
