Hair Dye Answers

I know that bleaching/stripping black hair (im chinese) will make it turn to yelowish/greenish. How long does this process take e.g. 1day, week or 2 weeks?
THEN i want to DYE it light brunette. Can this be done RIGHT AFTER i bleached my hair?
And what is a hair toner used for? I cant seem to find a straight answer anywhere. Is it the same as dye or are they two diffrent ways in dying your hair.
Im just asking because when i dyed it brunette awhile back it turned ORANGE & i dont want to make the same mistake because i know black hair is unpredictable. I also go college & i dont want to go with my hair messed up.
