If your hair is not blonde, yeah, you do. Semi-permanent color just sort of lays on your hair, & unless your hair is bright & vibrant to begin with, it won’t be bright & vibrant. If you have blonde highlights, though, you don’t have to bleach…the whole point of bleaching is to get your hair light…and your hair is already light.

Depends on your natural hair colour. If it is a dark hair colour. then i suggest you go into a salon to do this. If you screw up your blonde highlights it might look green & then your screwed

It depends on the natural color of your hair. If your a dark brunette, ie. black, then you need to bleach it. BUT! you should have a professional do it or you could burn your hair and, most importantly, you could burn your scalp. Then you would need to see a doctor.
