Bleach totally strips your hair. It’s way damaging!!! Don’t do it, lol!
Dye adds a different pigment to your hair which is also damaging but nowhere near as bad a bleach.
If you want to change your hair & are worried about damge, I’d definately go with the dye.

blonde hair dye is like any other color hair dye.
bleach, however takes the colour & pigment out of your hair.
and can damage your hair (Fried) if used too much.
and it comes with stages & levels.
11 is white
7 is blonde
3-4 is orange.

Anything that lightens your hair works the same way: it lifts up the cuticle of the hair strand & pulls out the color. Normally the cuticle lays flat & layers over itself, like the shingles on a roof. Shiny hair has a very flat cuticle (or a smoothing serum over top of the hair), because a smooth surface allows for the reflection of light. So, anything the lightens hair pulls up the cuticle & damages the hair weather it’s peroxide or bleach or ammonia. The cuticle will never lay back down properly, & the hair won’t be able to retain moisture like it did, & it will look frizzy.
The only thing I know of that will lighten hair without damaging in honey. Don’t microwave it, because that kills the enzyme that lightens hair. Honey works because it only lightens a tiny, tiny, tiny bit. It just barely pulls up the cuticle, leaving you with hardly any damage. Keep in mind, it’s such a slight amount of color that’s pulled out that you’ll hardly be able to notice the difference. But if you were to coat your hair with honey for 20 min twice a week or something, you could get several shades lighter in a couple of months. If you have the patience it’s definitely the best way to lighten.
